When should I build the album?

Wait until the 10-day post-event upload window closes so every photo is in. Your gallery is kept for a full year on Premium, so there's no rush.

Can I make an album for a basic event?

The album is built from the full photo gallery, so it's part of the Premium feature set. Upgrading a completed event unlocks it retroactively as long as your media is still within retention.
